Who does GACC report to, and what does it do?
GACC (General Administration of Customs of China / 中国海关总署) is China's customs and import inspection authority. For food products imported into China, the registration of overseas producer facilities, product category eligibility, and border inspections all fall under GACC's responsibility. Every producer in Türkiye planning to send food or agricultural products to China will, at some point in the process, encounter a GACC requirement.
Why is it important for Turkish producers?
China administers food safety and import inspection through a centralized registration system. If your product falls within the scope of registration, shipments made before the producer facility's registration is completed may face the risk of rejection, detention, or destruction at customs. This is not simply a matter of a missing document — it translates directly into commercial loss: container costs, damage to buyer trust, and lost time all occur together.
That is why the first step in planning for the Chinese market is not finding a buyer, but clarifying the registration requirement.
How is the registration requirement determined?
Not every product requires GACC registration; the requirement varies according to product category, processing status, and current regulations. The order generally followed is:
- Determining whether the product falls within a GACC product category.
- If it falls within scope, clarifying whether the application should be submitted directly by the producer or through the competent authority in the producer's country (via the CIFER system).
- Checking whether the producer facility's existing certifications (ISO 22000, HACCP, BRC, etc.) and inspection history are ready to support a registration application.
Common false assumptions
- Neglecting the registration process on the assumption that "the buyer will handle it."
- Misidentifying the product category and following the wrong application route.
- Assuming registration is a one-time event valid indefinitely — in general practice, registrations are valid for a specific period and require renewal.
