What is CIFER?
CIFER (China Import Food Enterprise Registration) is the digital system used for the overseas producer registration processes of food products to be imported into China. It is the operational infrastructure of GACC's importer-facility registration policy: when a producer facility submits a registration application, the application proceeds through this system, and upon approval, the facility is assigned a registration number.
The registration requirement varies by product category
CIFER registration does not work the same way for every product. The general distinction is as follows:
- High-risk categories: The application is expected to be submitted through the competent authority in the producer's country (forwarded to GACC via the authority's recommendation).
- Other categories: The producer may apply for registration directly through CIFER.
Which category your product falls into, and which application route applies, must be determined on a product-by-product basis according to the HS code, processing status (raw / semi-processed / processed), and current regulations. Applications begun without this determination carry the risk of following the wrong route.
Typical preparation for the application
- Matching the product category with the HS code.
- Compiling the producer facility's existing certifications and inspection records.
- Clarifying the application route (direct / through the competent authority).
- Preparing the document set in the format expected by CIFER.
- Entering the application into the system and tracking it.
Duration and validity
The duration depends on the product category, the application route, the completeness of the documents, and the workload of the relevant authorities — an exact timeframe cannot be guaranteed. In general practice, registrations are valid for a specific period, and a renewal application must be submitted before that period expires.
